A waterfront home in Boca Raton is a different asset than a dry-lot luxury home, and the difference shows up in the documents long before it shows up in the tide. Flood zones, insurance requirements, seawalls, and dock permits decide how much the lifestyle costs and how secure the investment is. This primer covers the due diligence every waterfront buyer should run.
Start with the flood zone
FEMA flood zones map the risk, and lenders generally require flood insurance for homes in flood zones. The zone your property falls in, its elevation, and the building's construction determine the premium, and those three things vary street by street on the coast. The flood determination should happen before you make an offer, not as a surprise at closing.
What the insurance actually covers
Flood insurance and homeowners insurance are separate policies, and they cover different things at different limits. Wind coverage, flood coverage, and contents each carry their own deductibles and exclusions. For waterfront properties the premiums are a real line item, and I include them in every budget conversation so the carrying cost is honest from the start.
Seawalls, docks, and permits
The seawall is the physical and financial foundation of a waterfront lot, and its condition is inspectable. Docks, lifts, and riprap all sit on permits, and unpermitted improvements become the new owner's problem. Buyers should request the seawall inspection, the permits, and any survey in the attorney review period.
The documents to request before an offer
- The elevation certificate and flood insurance history of the property.
- Seawall inspection reports and any repair estimates.
- Dock, lift, and water access permits, current and expired.
- HOA or municipality records on shoreline maintenance responsibility.
- The seller's disclosure and the survey showing property lines to the waterline.
